Why you see three at a time

What a list of eleven does

It arrives at the end of a long day, usually attached to a phone call that was already difficult. Every item on it is individually reasonable. Together they read as an accusation, and the honest response to eleven simultaneous obligations is to close the page and deal with it at the weekend.

The weekend is worse, because by then there are thirteen.

Nothing is hidden from the household. The whole plan remains available and always should be, because a system that decides what an adult may see about their own family has taken something it was not offered. What changes is only what the page leads with.

The order, and why it is that order

1. Anything with a real deadline

   An appeal window, a re-certification date, an enrolment period. These are the only items where being late converts a recoverable delay into a permanent loss, so nothing outranks them.

2. Anything another task is waiting on

   The ten minute request that takes six weeks to come back belongs above the hour long application that needs it. Dependency is recorded only when the source of the recommendation states it, never inferred from two programs looking related.

3. The items most likely to work

   Where one item is a strong match and another is a maybe, the strong one goes first. A household that succeeds at the first thing they try approaches the second differently, and that effect is worth more than any theoretical value ranking.

4. Then the shortest

   A finished small thing creates the momentum that gets the large thing done. An item whose effort is unknown sorts below the known ones, because pretending we can size something we cannot is how a twenty minute call turns out to be an afternoon.

What never influences the order

• How much an item is worth. Sorting by value would put the biggest, slowest, most likely to be declined item first, which is an excellent way to end a household's involvement in week one.
• Whether anybody earns from it. A public program, a nonprofit service and a commercial one are ordered by the same four rules. Free and public options appear above commercial ones whenever both genuinely fit.
• How impressive it looks. The dullest item on the page is regularly the one that has to go first.

Something already started never drops off

A task somebody has picked up stays visible even if the ordering would push it down. Watching a thing you started disappear from a page is a specific and avoidable way to lose somebody's trust, and the rule costs nothing.
